CIF CSO Observer Selection Process
In September 2020, RESOLVE launched the selection process for the Climate Investment Funds (CIF) civil society organization (CSO) observer seats for the 2021-2023 term. The call was distributed to CSOs and networks around the world and candidates had four weeks to submit applications. Upon a thorough applicant screening and review process, a shortlist of candidates advanced to the voting phase and between November - December 2020, registered voters voted for observer candidates from their region.
In January 2021, RESOLVE announced and published the final list of selected CSO observers that were selected based on specific criteria to ensure balance in terms of geographic coverage, gender, institutional diversity, and constituency inclusion. Bharati Pathak, DGM Global Steering Committee member from Nepal, chair of the Federation of Community Forest User Groups Nepal (FECOFUN) and focal point for FECOFUN’s Gender Policy and Advocacy Program, joins as the alternate observer of the Forest Investment Program (FIP) for the Eastern Europe/Asia/ Central Asia/Pacific region.

CIF Observers Program
Climate leaders and activists from Non-governmental organizations (NGOs), Indigenous Peoples and Local Communities (IPLCs), Private Sector Entities (PSEs), and other stakeholders participate actively in the CIF Observers Program. Observers from the Civil Society Organizations (CSO), Private Sector Entities (PSE), and Indigenous Peoples Organizations (IPO) carry out several key roles at the CIF: constituency representation, policy advocacy, program monitoring, and outreach/communication.
These roles are carried out on three levels: actively participating on CIF’s decision-making bodies at the global level; participating in the formulation and monitoring of climate strategies at the national level; and participating in the selection and monitoring/reporting and evaluation of climate project implementation at the local level. In order to carry out these roles, observers are expected to actively communicate and liaise with their local, national, regional, and/or global constituencies to ensure that their actions and decisions as observers are guided by their constituency views and interests.
Observers serve on the two Trust Funds (CTF, SCF), Technical Committees (PPCR, FIP and SREP) and the recently established Global Sub-committee for four new climate programs for a 3-year term, beginning in January 2021 and are eligible to serve 2 consecutive terms.
